Meeting with the Outgoing High Commissioner in the UK

A delegation of the Council of Sri Lankan Muslim Organisations (COSMOS UK) led by its Chair Shakeer Nawas had a meeting with Her Excellency Saroja Sirisena – High Commissioner of Sri Lanka in the UK at the Sri Lanka High Commission in London on 13.11.2023, upon the  completion of her tenure of office as the High Commissioner of Sri Lanka at the Court of St. James’s and Permanent Representative to the IMO.

The delegation discussed the mission engagements with Cosmos UK, especially on diplomatic relations, consulate services, community engagements & events, business colloboration, meetings on community grievances, etc 

COSMOS placed its  thanks on record for the services rendered by H E and her  staff during this  period for  the Sri Lankan community, especially the opening of the Consulate services to the Public on Saturday (by appointment) and setting up the Sri Lanka – UK Chamber of Commerce (SLUKCC) etc. H E also requested COSMOS to promote SLUKCC among the business communities  in the UK, for continued cooperation and mutual growth between the two countries.

COSMOS will continue to work with the incoming High Commissioner (Designate) H E  Rohitha Bogollagama, who is scheduled to assume duties soon in the UK.

Tribute to Her Majesty Queen Elizabeth II

We at Council of Sri Lankan Muslim Organisations UK (COSMOS UK) are saddened by the news of the passing of Her Majesty the Queen Elizabeth II. Our condolences and thoughts are with the King and Royal Family.

Throughout her long reign, Her Majesty the Queen has shown deep commitment, affection and admiration for her country, the Commonwealth, and the people across the world, as well as the ability to adapt and evolve with the changing world around her. Her Majesty the Queen was the rock on which modern Britain was built on.

Her Majesty The Queen has been a wonderful beacon of hope, integrity, stability and unity for our country and beyond and transformed the United Kingdom into a multicultural and multi-faith society. Her Majesty was the first monarch to engage with newly established Muslim communities here in the UK. The Queen was the first monarch to visit a UK mosque during her Jubilee celebrations in 2002.

All of us, of all faiths and none, will mourn the Her Majesty’s death, but remember the legacy of public service and celebrate her achievements. 

Surely, we belong to God and to Him we return!

Cosmos UK strongly condemns the horrific vigilante killing in Pakistan

Council of Sri Lankan Muslim Organisations UK (COSMOS – UK) Strongly condemn the horrific vigilante killing of a fellow Sri Lankan namely Mr Priyantha Diyawadana in Pakistan in cruellest manner. This is a very shocking news however we welcome the swift actions taken by the Prime Minister of Pakistan Hon Imran Khan against the perpetrators of this appalling crime.

These type of extremist action goes against the teaching of the Qur’an, where it is noted ‘Whosoever has spared the life of a soul, it is as though he has spared the life of all people. Whosoever has killed a soul, it is as though he has murdered all of mankind.’ Qur’an 5:32.

We believe in and strive for peaceful coexistence amongst all communities. The scale of the vicious killing on Friday 3rd of December has no doubt shocked many communities in the world. We urge the Government of Pakistan to bring those responsible of this heinous crime to face justice and to take actions to protect other fellow Sri Lankans and others in the soil of Pakistan to never repeat this type of killings. We also recognise the impact this may have on Muslims living in Sri Lanka and encourage the Government of Sri Lanka to promote calm, peace and protect all communities for peaceful coexistence.

We are one with the grieving family of late Mr Priyantha and we can fully understand their loss not only of their sole breadwinner, but also of a loving husband and father of 2 young children. Our heartfelt condolences and sympathies to the victim’s family.

Grave concerns about the process in which so-called reforms are forced on the minority Muslim community in Sri Lanka and establishment of task force on one country one law

Dear HE High Commissioner,

Council of Sri Lankan Muslim Organisations (COSMOS UK), an umbrella organization of 26 Sri Lankan Muslim organizations based in the UK write to Your Excellency to express our grave concern about the process in which so-called reforms to the Muslim Marriage and Divorce Act (MMDA) and Establishment of One Country One Law Task Force are being made.

We fully understand and appreciate that all personal laws in Sri Lanka including the MMDA need to be reformed to keep up with Sri Lanka’s international obligations towards human rights. It is also understood that there have been gaps in the MMDA that have to be addressed as a matter of priority. The Sri Lankan Muslim community too widely agrees that the MMDA has to be reformed. Even the conservative religious leaders have expressed their support to reforming the MMDA. However, we have serious concerns with regard to how the current amendments are being undertaken, as it significantly flawed in three areas, namely: lack of transparency, lack of consultation and lack of basis.

Although news media reports appear from time to time that a certain report has been submitted to the cabinet or that a cabinet decision has been made, so far the general public, and particularly the Muslim community has been kept in the dark as to the contents of the proposed amendment. The only information shared with the public is in the form of ad-hoc statements made by government officials to the media or in public webinars. While such secrecy and lack of transparency are contrary to the principles of good governance, it is highly regrettable that an amendment concerning a minority community is being handled in this way.

The process also seriously lacks consultation with the community. The Constitution of Sri Lanka guarantees freedom of belief and practice to all citizens of the country. To that effect it also guarantees to the minorities, the preservation of laws that govern their civil and personal affairs, the MMDA being one such law. Any changes to personal laws targeting a particular community have to be thoroughly discussed and deliberated, with and within the said community. Since 2019, the Muslim community has come under severe pressure and their legitimate civic space has been severely curtailed. Muslim political leaders, human rights lawyers, activists, religious leaders, writers and numerous other prominent figures have been arrested and detained for long periods, mostly without charges, while hundreds of civil society leaders have been questioned by law enforcement authorities. Added to this, are the restrictions imposed due to the COVID pandemic. In such a restricted environment, we point out that no meaningful consultations have been held with the concerned community on the proposed amendments, nor has the community been given meaningful opportunity to discuss the reforms internally. As such, we regret that the process of reform is flawed as it is lacking the basic principle of consultation.

Thirdly, as we understand from various statements by officials, the proposed amendments lack a proper scientific basis, and are arbitrary in nature. As you are well aware, several committees were appointed by the Government of Sri Lanka in the past several decades to propose reforms to the MMDA. These committees had proposed various amendments and reforms, taking into consideration the situation and requirements at the time they conducted their deliberations. The latest, and most elaborate effort in this
regard was the Committee headed by Hon. Justice Saleem Marsoof, which presented its report and recommendations to the Government in 2017. The report contained a set of main recommendations and a set of alternative recommendations submitted as an annex by certain members of the Committee. The Committee’s report comes as a result of nine years of intensive deliberations and research by the leaned committee members. Unfortunately, we learn that the proposed amendments are not based on any of the recommendations of the appointed committees, rather they have been put together in an ad-hoc manner without any meaningful study or research, giving no heed to the adverse consequences they may cause.

Now we understand a Task Force on One Country One Law has been setup to propose changes on Personal Laws of Sri Lanka and to produce a report with recommendations to Ministry of Justice soon. We to have grave concerns in addition to already highlighted above on this Task Force. Many civil organisations, Political leaders and community leaders have shown their concerns and credibility of such task force in achieving the ultimate objective in Sri Lanka. We too at COSMOS UK strongly oppose this Task Force creation which lack any credible leadership or subject experts to recommend any changes on this very sensitive matter.

As such we earnestly urge Your Excellency to reconsider this so-called reform process and engage in a genuine and democratic process that can ensure a sustainable change in the law in a manner that is transparent, consultative and diligent, and that acceptable to the concerned community and to the rest of the democratic world. A reform process forced upon a minority community without due process can only serve to marginalize that community and add to the ethnic and religious disharmony that Sri Lanka has suffered for decades. Such an approach will neither serve the purpose of human rights, social transformation or democracy. We hope that the Government will not present an ill-conceived set of amendments to the Parliament and rush through its passage. Muslim community particularly already engaged in MMDA reform process under Justice Saleem Marsoof committee and we kindly request to consider these recommendations if required and implement it rather any other ad-hoc suggestions or recommendations on this grave subject matter.

Cosmos UK meets TNA legislators in London to discuss common issues

Council of Sri Lankan Muslim Organisations (COSMOS UK), an umbrella organization of 26 Sri Lankan Muslim organizations based in the UK, hosted two TNA Parliamentarians who were on a brief visit to the UK, Hon. M.A Sumanthiran and Hon. Shanakkiyan Rasamanickam to a formal meeting on Friday 26th November 2021 at Marriot Hotel in London. COSMOS delegation included the President Mr Shakeer Nawas, the General Secretary Mr Naeem, Immediate Past President Mr Liyas, Past President Mr. Rizwan, Stakeholder Committee Chair Mr Haseen, Membership Committee Chair Mr Mukshid, Author / Writer and former Cosmos Vice President Mr Harees, and Cosmos Executive members Mr Jazeel and Mr. Hidayathulla.

COSMOS President, Mr Nawas, who chaired the meeting welcomed and thanked the Parliamentarians for meeting their delegation, as well as for the significant contributions they have made both inside and outside the Legislature, in fighting for Muslim rights and consistently raising their voices against State-sanctioned discrimination in Sri Lanka. Special gratitude of the UK based Sri Lankan Muslim community was conveyed to both, for unequivocally speaking against the forced-cremation policy of the Government of Sri Lanka, which was thankfully reversed due to local and international pressure.

The meeting was part of COSMOS UK mission and planned to build relationships and work where feasible with all shades of political, civil and diaspora leadership towards promoting peaceful co-existence and ensuring that the Muslim community in particular and other people in general, to live in Sri Lanka as equals with dignity. Mr Nawas also pointed out the pivotal role played by COSMOS as a responsible umbrella body in the UK, in the above areas, including the initiation and formation of an All-Party Parliamentary Group for COSMOS UK (APPG Cosmos) in the House of Commons in UK for Sri Lankan Muslims and engagement with Foreign and Commonwealth Office (FCO) in London on Sri Lanka Muslim community matters.

Hon. Sumanthiran sharing his thoughts, decried the well-orchestrated State discrimination and “antiminority” measures being implemented and envisaged in Sri Lanka, including demography changes, which are likely to have an adverse impact on the minorities, especially in the North and East. He also apprised the delegation of the various measures being taken by the TNA as a responsible political party to raise more awareness about these adverse trends, to unify all minority voices as well as lobby international players to defeat the “anti-minority” repressive measures and to find a just solution to the National Question. Hon. Shanakkiyan speaking next underlined the imperative need for Tamils and Muslims to stand united to defeat these continuous onslaughts by the Sri Lankan regime, on their identity, economy, as well as their civic and religious rights. He also cited many recent examples of such trespasses on their rights, including human rights violations impacting the Muslim community, particularly since the Easter Sunday attacks around 300 Muslims detained under PTA. Both Parliamentarians appealed to the Muslim Diaspora leadership in the West to support this mission to bring about justice and fair play to all communities in Sri Lanka. Further the two MP’s assured TNA will vote against any personal law abolition including MMDA and supports the reformed MMDA and urged Muslim community to support the reforms.

A productive round of discussions clarifying areas of mutual mistrust between Tamils and Muslims and exploring ways and means to promote understanding and trust between these fraternal communities as well as to facilitate collaboration and cooperation in taking this mission forward. The suggestions included reaching out to the progressive sections of all communities, including the larger Sinhalese community, to work together for the common good. It was mutually agreed to continue mutual contacts and communication in the future.

Mr. Naeem – General Secretary delivered the Vote of Thanks and thanked both Honourable MPs’ efforts in for meeting Cosmos UK officials despite their busy schedule and engaging in a very productive & constructive discussion.

Annual General Meeting (AGM)

COSMOS UK successfully held its 8th AGM on Sunday 19th of September 2021 at Sri Lankan Muslim Cultural Centre (SLMCC), Harrow from 17:00 to 20:00. The AGM was attended and Joined via Zoom by 15 affiliate organisations and their nominated representatives. Past Presidents of COSMOS UK Mr. Mubarak Jainulabdeen and Mr. Rizwan Wahab along with many community leaders and members of UK organisations grace this occasion.

Agenda for the event included an opening speech by the outgoing president, Mr. Liyas Abdul Wahid who outlined key achievements during his tenure as president. This included items such as:

  • Independence Day Celebration in 2019 at SLMA – Slough
  • Meeting British Officials, Ministers and MPs to address the Sri Lankan Muslims racial attacks in Digana, Ampara, Kurunegala etc
  • COSMOS UK All-Party Parliamentary Group (APPG) and its activities.
  • World Forum for Sri Lankan Muslims Conference
  • Fight against Forced Cremation in Sri Lanka and Side Event at UNHRC
  • Member of the Task Force of Muslim Council of Britain on Forced Cremation
  • Attending UK Foreign, Commonwealth and Development Office (FCO) meetings.

Further detail can be found on the AGM report and Mr Liyas thanked all those who helped and supported him through his time as president and wished well for the new leader and team.

This was followed by the confirmation and approval of the last AGM minutes and a presentation of the past year’s activities by the outgoing General Secretary, Mr Shakeer Nawas. This added to what Mr Liyas had mentioned and identified the various meetings, rallies, press releases, letters to senior dignitaries and other engagements COSMOS UK have had over the past year. He noted that COSMOS UK now has representation within the Muslim Council of Britain through their National Council, providing a platform for us to contribute to the wider Muslim agenda. A detailed account of the past year’s activities can be found in the AGM report.

The presentation of the Financial Report was tabled by the outgoing Treasurer, Mr Mukshid Zawahir and it was discussed at the AGM.

Mr. Liyas then proceeded to dissolve the current office bearers and start the election process for the
new office bearers. Election commissioners were identified from the attendee’s and conducted.

Following the nominations and voting the following members were elected as office bearers for the next 2 years as per the constitution of COSMOS UK.

The incoming President Mr Shakeer Nawas Thanked the Executive team for placing trust and electing him as the President and highlighted his vision to take COSMOS UK forward. He noted the importance of inclusivity and diversity within COSMOS to better represent the wider Sri Lankan Muslim Community.

In particular, he noted the importance of engaging women and youth of the Sri Lankan Muslim community in the UK. The president emphasised an initiative to amend the constitution of COSMOS UK and streamline it with the current and future needs of the Sri Lankan Muslim Community. Further Shakeer emphasised the importance of a united voice for the community on Sri Lankan matters and bringing all Sri Lankan based organisations under one umbrella for the betterment of our community here in the UK and Sri Lanka.

The new team is looking forward to engaging with the wider community to better represent us, to
engage and work with Government leaders, community leaders, members of all communities, well wishers and interested parties in the future to further the COSMOS aim of bringing our vision to reality in enabling the betterment of communities by working towards peace, coexistence of all races and religious people side by side in Sri Lanka & UK.

The meeting closed with a special speech by SLMCC Imam Thalha Siddiq on the importance of Social Service. Shakeer thanked the hosts SLMCC Harrow, Past Presidents of Cosmos UK, Community Leaders, Nominated Executives and all attendees and members for their unwavering support to the COSMOS UK.

Re-constitution of all party parliamentary group for Council of Sri Lankan Muslim Organisations UK in 3rd annual general meeting

We wish to inform that APPG – Cosmos UK 3 rd AGM was successfully concluded on 13.04.2021 to Re – constitute the group. This was done during virtual meeting which was chaired by Mr Tan Dhesi – MP for Slough in absence of Chairman of the APPG Mr. Bob Blackman – Harrow East MP and attended by a cross section of MPs.

 

 

 

 

 

 

It was great to welcome two more MP’s (Hon Stephen Timms and Yasmin Qureshi) who joined and extended support to APPG – Cosmos at this AGM. This makes 13 members in this group to date along with many have shown interest in joining the APPG – Cosmos in future.

Mr. Liyas Abdul Wahid – President of Cosmos UK addressing the AGM stated “The purpose of this APPG was, to support, and take up issues raised by Cosmos UK, relating to Sri Lankan Muslim issues, towards protecting their rights, and promoting peaceful co- existence, in the context of the goodwill prevailing between the two countries, thereby, ushering in, a strong relationship between the two peoples of both counties United Kingdom and Sri Lanka. Further thanked all APPG Cosmos MP’s who raised their voices and concerns in Parliament with regards to recent human rights violation of Sri Lankan government, in particular in the forced cremation saga. We will continue to work closely with the APPG over concerns of continuous human rights violations against minorities and recent introduction of De-Radicalisation act in the country.”

The Chair of the meeting Hon Tan Dhesi – MP thanked Hon Bob Blackman – Chairman of APPG Cosmos and all member MP’s and COSMOS UK for its excellent work carried out in recent months. He noted the addresses to the British Parliament in various debates of the human rights violation and forced cremation carried out by some Sri Lankan authorities. The spotlight it brought further exposed discriminatory actions of the Sri Lankan government to local and international community who pressured it to find a solution. Tan Dhesi in his closing statement mentioned that ‘many British parliamentarians are very concerned about ongoing human right violations against minorities, human right is universal, we continue to stand up with Sri Lankan Muslims and all other affected communities’.

Hon Afzal Khan, Hon Yasmin Qureshi, Hon Elliot Colburn and Hon Stephen Timms discussed about the effective role that APPG – Cosmos can play and reiterated it’s important to monitor the Sri Lanka authorities’ human right violations in the back drop of recently adopted UNHRC resolution.

This meeting was a very productive and constructive meeting where MP’s and Cosmos members had engagement and discussion to foster a strong bonding with the APPG – Cosmos members and a deeper understanding of Sri Lankan Muslims plights and we Thank all MP’s and participants at this AGM.

Meeting Request in Seeking Support for the International Campaign to Stop ‘Forced Cremation ‘of Covid Bodies in Sri Lanka!

Dear HE High Commissioner,

COSMOS UK (Council of Sri Lankan Muslim Organisations UK), an umbrella organization of twenty-eight Sri Lankan Muslim Organizations based in UK, regret to bring to the attention on above subject and seeking international support and voice to bring justice to the affected Muslims and Christians in Sri Lanka by addressing this unacceptable and dreaded practice during Covid 19 Pandemic by Government of Sri Lanka. We kindly request Government of Pakistan being an important ally and friend of Sri Lanka to address this concerns with their counterpart.

We would like to meet you and Diplomatic staffs in this regard at your High Commission at your earliest to discussfurther on thissubject and seek Pakistan support on this matter at this difficult time for minority Muslims and Christians in Sri Lanka. Presently more than 100 Muslims bodies has been cremated along with a 20 days old Muslim baby boy in a forced cremation practice in Sri Lanka during the pandemic.

We expect and anticipate the support of your great country in voicing this issue and we only requesting a minimal Burial rights for our Muslims brothers and sisters in Sri Lanka who die due to Covid 19. More than 190 countries in the world allows the right of burial as per World Health Organization (WHO) guidelines and Sri Lanka is the only exception.

Awaiting a reply on this matter to discussfurther on thissubject. Please contact us should you require any other information. May Almighty guide all of us in the right path and bring an end to the world Covid 19 Pandemic sooner than later. Ameen.
